Boverket is looking for an expert in water and environment
Boverket is the national authority for planning, construction, and housing. We aim to contribute to a sustainable society with good housing in viable environments. The focus is on issues related to the built environment, management of land and water areas, physical planning, construction, and management of buildings, housing, and housing finance. Since July 2025, Boverket is also the emergency authority within the emergency sector for industry, construction, and trade.
Boverket has its headquarters located in Karlskrona, with a smaller office in Malmö. Today, about 240 people work at the authority, including architects, civil engineers, economists, lawyers, communicators, planners, and social scientists.
In the strategic planning unit, expertise is gathered for strategic physical planning, the planning system, and expert knowledge for climate adaptation and water. The unit works with planning issues related to buildings, infrastructure, design, climate adaptation, nature, culture, and outdoor life, among others. The focus is on developing guidance for municipalities and county administrative boards, information dissemination, as well as investigative work and handling of referrals. We now want to strengthen our competence and capacity with a new expert in water and environment.
Your role with us
Do you want to contribute your expertise and commitment to our important work for sustainable development? As an expert with us, you will have the opportunity to influence and shape the sustainable society of the future, where clean water and a good built environment are a given for everyone.
With us, you will play a key role in reducing environmental impact in planning land and water use, balancing different interests in the development of new and existing buildings. You will actively work to follow up and further develop the environmental quality goal of a Good Built Environment. Climate adaptation is also included as it is an important foundation for building development. The work includes guidance work and collaboration with national authorities, county administrative boards, and municipalities.
In the role, you are also expected to follow the development of relevant EU regulations and their impact on Swedish conditions. You will become part of an engaged and dynamic working group within climate and environment, where the work is mainly carried out in project form together with colleagues who have different competencies and areas of expertise. You will independently drive work with government assignments, investigations, referrals, etc., related to water and environmental issues and adjacent areas. In some assignments, you will be the formal project leader leading a larger or smaller working group, and in other assignments, you will participate as a project member.
At Boverket, assignments and focus vary over time within the areas of planning, construction, and housing. Therefore, there are great opportunities to broaden your expertise in various areas. We expect our experts and specialists to contribute in several areas based on the needs of the organization.
Your competence profile
- You have several years of current experience working with water and environmental strategic issues in spatial planning, preferably through work at an authority or municipality.
- You have good knowledge of and experience working with Sweden's environmental goals and with environmental quality standards for water or stormwater management in the built environment.
- You have a scientific or technical university degree at least at the bachelor's level with a focus on water, ecosystems, or the environment, or another relevant academic education for the position.
- Experience working under the Public Water Services Act or planning under the Planning and Building Act is an advantage.
- It is desirable that you have a broad network that you continuously develop.
- It is also desirable that you have experience working with EU issues and a good ability to follow and understand the development of EU regulations.
Since the work often takes place in groups, it is important that you are attentive, have an easy time collaborating, and can express yourself clearly and pedagogically in both spoken and written Swedish and English. You have a good overall perspective and the ability to place your work in a larger context. You also have a good ability to work independently and in a structured manner to achieve set goals according to the timeline. You enjoy giving oral presentations and lectures to various stakeholders, as the work involves representing Boverket in our matters. We place great importance on these personal abilities.

The employment
The position is a permanent employment with placement at the headquarters in Karlskrona or the local office in Malmö. Start date by agreement. Boverket's new headquarters in Karlskrona (https://www.boverket.se/sv/om-boverket/boverkets-uppdrag/boverkets-nya-kontor/) is a state-of-the-art workplace that promotes an activity-based working method, community, and a good working environment. At Boverket, there is also the opportunity for you as an employee to enter into an agreement to work remotely up to 49% of the working time, when and provided that the tasks allow it.
